In 2008, with the adoption of the 2000-Watt Society strategy, Zurich became the first Swiss city to make a climate target legally binding in its municipal code. The referendum, held on November 30, 2008, passed with an overwhelming majority of 76% of voters in favor. This strategy aims to reduce average energy use from about 5,000 to 2,000 watts per person and to limit annual CO₂ emissions to one ton per capita by 2050 (Stadt Zürich 2016). A new phase began in 2019, following the demands of the Climate Strike (Klimastreik) movement. Rather than simply declaring a symbolic “climate emergency”, the Zurich City Council took a pragmatic approach by establishing six climate-focused actionable measures within the city's sphere of direct influence.
